Why it appears twice — DHA's fifteen steps

This puzzled us until we found that DHA publishes its own joint-venture process as a fifteen-step chart. The steps run: a letter of intent from the investor, an introductory meeting, DHA supplying the site plan and permitted height, the investor supplying due-diligence documents and a land valuation, a proposal presentation, DHA screening the documents, agreement on commercial terms, agreement on a draft MOU, and the signing of the MOU — that is step nine.

After that come financial vetting by an approved audit firm, drafting and negotiating the agreement, engineering vetting and legal vetting. Then step fourteen: final approval. Then step fifteen: signing of the agreement.

So approval and agreement are two distinct, separately recorded milestones, usually weeks or months apart. A project appearing twice on the record is normal bookkeeping, not a duplicate and not an error — and it means this one reached the agreement stage, not merely the proposal.

This also explains why the MOU-only projects elsewhere on this hub have gone nowhere. Between the MOU and a signature stand an audit firm's financial vetting, an engineering review and a legal review. That is exactly where a partner with no accounts and no track record falls out.

Where 125-C is, and what we could not settle

MB means Main Boulevard, and in DHA's own mapping data the MB sector appears only in Phase 6 — plots 1, 166, 167, 185 and 509 are recorded there. So this plot is on Phase 6's Main Boulevard, the 150-foot road that carries DHA's head office, Dolmen Mall and the two towers going up at MB-1 and MB-46.

Two things we could not settle. Plot 125 does not appear anywhere in DHA's own joint-venture mapping data, in any phase. And we could not find Totalish (Pvt) Ltd in Pakistan at all — no registration, no website, no directors, no other project.

One fair caveat, though: DHA publicly names only a handful of its roughly fifty-two joint-venture partners. Absence from DHA's website is not evidence that a project is not real.
