DHA gives you a deadline to build. Past it, an empty plot stops being free to hold: a penalty starts running every year, quietly, whether or not anyone reminds you.

When to use it
Use it when a plot has been sitting empty and you are not sure what has built up — or before you buy one, so the seller's unpaid penalty does not become yours on transfer day.

Every field, explained
| Development charges on the plot (Rs) | The penalty is normally a percentage of the development charges, not of what the plot is worth. Your plot's figure is on DHA's record — ask for it. |
| Penalty rate, yearly (%) | DHA sets this, and it differs by phase and by year. We deliberately leave it empty: a wrong rate here would cost you real money. |
| Years past the deadline | Counted from the day DHA's construction deadline passed — not from the day you bought the plot. These are often different years. |
| Already paid against it (Rs) | Anything you have already deposited in this head. It is subtracted from the running total. |

How the answer is worked out
- Each year's penalty is development charges x rate.
- The running total is that yearly figure multiplied by the years past the deadline.
- What is still to pay is the running total minus whatever you have already deposited.
- The year-by-year table shows how it stacks up, so you can see which year it stopped being small.
How it stacks up

Four years at Rs 24,000 is Rs 96,000 — the cost of holding an empty plot for four years, on top of everything else. Raise the rate to 5% and the same four years come to Rs 240,000.

Mistakes people make
- Counting years from purchase instead of from the deadline.
- Using the plot's market price instead of the development charges.
- Assuming the seller cleared it. On a resale the penalty follows the plot, not the person — get an NDC before you pay.
- Guessing the rate off a WhatsApp forward. Every phase and every year is different.

What it does not do
- It does not know DHA's rate, deadline or rules — you supply all three.
- It does not cover the surcharge on unpaid instalments; that is a separate calculator.
- It does not tell you whether an exemption or an amnesty applies to your plot.

DHA's practice is what decides it, not ours. Get it in writing when you submit your map — the date the penalty stops matters as much as the rate.
Yes. Ask for the NDC and the payment history before you pay anything. An unpaid penalty surfaces on transfer day, and by then you are the one holding it.
